MIDLAND, MI— Penny Miller-Nelson has been named interim superintendent of Midland Public Schools ahead of current Superintendent Michael Sharrow’s retirement in July.
According to the Midland Public School Board of Education, Miller-Nelson will fill the position effective Tuesday, Aug. 1, a day after Sharrow’s retirement on Monday, July 31.
The initial announcement was made during the board’s May 1 meeting and included an official motion for the appointment of Miller-Nelson as interim superintendent.
Miller-Nelson began with the district as the Career and Technical Education curriculum coordinator, as well as CTE director for the Midland County Educational Service Agency.
During her time as CTE curriculum coordinator, Miller-Nelson spent much of her time with the district’s middle and high schools to better establish relationships with staff and students.
Miller-Nelson continued through reorganizations by the district curriculum department as CTE coordinator and science coordinator for the district before moving on to secondary curriculum coordinator to better incorporate English language arts, math, science and social studies.
Miller-Nelson said that she is confident in taking handle of her upcoming position and is ready to share future successes with parents, students and staff with MPS as well as the surrounding Midland community.

I look forward to serving and leading our school community and moving us forward in positive ways that support student growth, well-being, and achievement. Together, we will continue to build our legacy of excellence and reach our vision of success for all.”
In addition to her professional connection, according to the district, Miller-Nelson is also the parent of an MPS graduate, has served on numerous boards in the community, and has lived and worked in Midland for many years.
The board also announced at its May 15 meeting the appointment of Ann Horowitz to a seat previously vacated by Trustee Lynn Baker. The board noted that they had reviewed eleven applications of interested candidates for the vacancy. Horowitz was sworn in following the review of those applications and will serve the remainder of Baker’s term, which ends on December 31, 2024.
