The 20-year-old man was allegedly behind the wheel of the 2007 Ford Fairmont when it veered off the road and hit a tree on Mackenzie St in East Toowoomba.
He was also in a critical condition but has since been released from hospital.
Emergency services at the scene of the crash said the car had been split in two.
“It appears to be a high-speed accident,” said Queensland Fire and Emergency Service officer Tony Goose at the time.
“The Ford has actually been split in half on impact.”
Another 18-year-old woman in the car suffered minor injuries.
On Tuesday, the man was charged with dangerous driving causing death while adversely affected.
He has also been charged with driving under the influence and unlicensed driving.
Police have granted him bail.
He will appear in Toowoomba Magistrates Court on July 4.
