Dozens of additional apartments are being planned for an abandoned factory site near the recently-opened Victory Lofts complex in Johnson City.
Developer Matthew Paulus of Syracuse is working to obtain needed approvals for a new project in the former Endicott Johnson Box Toe Factory. The dilapidated structure is at the corner of Avenue B and Helen Drive.

Broome County Executive Jason Garnar said initial plans call for the creation of about 30 apartments in the building. It’s just south of the for E-J Victory Building which was renovated into a 156-unit complex.
Garnar told WNBF News there also will be a commercial component to the new development. He said it’s not as big as the two other local projects done by Paulus, who also turned the old Ansco Camera Factory in Binghamton into a residential complex.

The county executive said he’s looking forward to seeing the transformation of the Endicott Johnson factory.
Broome County has agreed to provide $1 million in federal American Rescue Plan funds to support the development effort. The total cost of the project was not known.

The Johnson City village board in 2021 approved selling the old building to Paulus Development for $100,000. Paulus did not respond to messages seeking details about the planned Box Toe Factory work.
Five years ago, the village of Johnson City sought $10 million in state funding to develop a craft beer packaging facility at the site. That idea was dropped shortly after it was proposed.
