He died at the scene.
Police were called to the property over reports a man wielding a knife was threatening residents.
Following a brief chase on foot, two officers allegedly confronted Pampalian, who was armed, before one of the officers fired the shot.
Assistant Commissioner Leanne McCusker said police were called to the “quiet, residential street” on Thursday morning.
“We received multiple calls in regards to a male behaving erratically and aggressively,” she said.
“He was chasing people down the street, and was approaching neighbours and was approaching various homes.”
McCusker said when police arrived they were confronted by Pampalian who was armed with two large knives.
“These knives could be described as chef-style knives,” she said.
“And he ran at police, resulting in one of the officers discharging their gun.”
It is understood Pampalian lived on Alexander Ave with his parents.
Horrified neighbours say Pampalian was threatening them and even trying to break into houses.
“There was kind of crying, and screaming. ‘I’ll kill her, I’ll kill her’,” Mujahid Dorwali told 7NEWS.
“We just heard quite loud shouting and a man quite upset and then there were three loud gunshots,” another witness added.
Surrounding streets went into lockdown amid the incident, including a few local schools.
Police are investigating whether mental health was a factor.
Welfare support is in place for the officers involved and for Pampalian’s family, McCusker said.
A critical incident investigation into the circumstances surrounding the death has been launched.
McCusker said a taser was not used, however, at this early stage in the investigation she is satisfied with the response of the officers.
“A taser was a tactical option available … but that will be subject to the critical investigation,” she said.
“With the information that is before me at this stage and noting the speed at which the person approached police … yes, I am satisfied.”
A report will be prepared for the coroner.
No one else was injured.
