NOTICE IS HEREBY GIVEN to each of the owners or claimants of the property hereinafter described that under the provisions of revenue laws of the State of Idaho, the County Treasurer as Tax Collector of Kootenai County, in said State is deemed to be the purchaser, in trust, of certain property described in delinquency entries made January 1, 2019 or prior in regard for unpaid taxes for the years 2019 and prior respectively and in regard for which the time for redemption will expire July 11, 2023 at 2:00 P.M. In addition, there is an unestimated volume of forest products that may be removed at the option of the purchaser. Prior to bidding, eligible bidders shall present a certified check or bank draft payable to Idaho Department of Lands, or a bid bond acceptable to the State, in the amount of $216,105.30 which is 10% of the appraised net sale value of $2,161,053.00. The successful bidder’s deposit will be forfeited to the State should the bidder fail to complete the contract. The State will not accept bids from parties who are delinquent on payments on existing state contracts. The average starting minimum bid price for Cedar is $938.80 per MBF and for Non-Cedar is $204.59.

The City is proposing to exchange an approximately 80-acre parcel generally located south of Hayden Ave., east of Chase Rd., and north of the Crown Pointe subdivision (Area “A”) to Jacklin Land Company in exchange for an approximate 113.73 acre parcel located west of Greensferry Rd. between Hayden Ave. and Prairie Ave (Area “B”) and a second parcel of land, approximately 64.49 acres, located west of Highway 41 between Wyoming Ave. and the Union Pacific railroad line (Area “C” ) as depicted below. Additionally, the City would pay to Jacklin Land Company $2,179,187.50 of dedicated wastewater funds to increase the city’s wastewater land application properties. This notice is given to fulfill the public information requirements of Idaho’s rules for the administration of the drinking water and clean water construction grant and loan programs.
The Department of Environmental Quality (DEQ) has scheduled a comment period, May 23 – June 12, 2023, concerning the following documents, which, upon final DEQ Board acceptance, will govern the state fiscal year 2024:
1. The Draft State Drinking Water State Revolving Fund Intended Use Plan (IUP), which contains the priority lists for the Loan Projects, Emerging Contaminants Projects, and the Lead Service Line Inventory Projects;
2. The Draft State Drinking Water Planning Grant Priority List;
3. The Draft State Clean Water State Revolving Fund IUP, which contains the Loan Project Priority List and Emerging Contaminants Project Priority List; and,
4. The Draft State Wastewater Planning Grant Priority List.
5. The Draft Leading Idaho Funding Criteria and Priority List.
DEQ will award grants and loans from these lists in priority order to the highest ranked projects that are ready to proceed. Awards will be made to fully utilize all available funding.
The purpose of the comment period will be to give interested parties an opportunity to comment on the grant and loan lists.
A public meeting discussing the priority lists is scheduled to start at 1:00 p.m. MDT on June 1, 2023, via Microsoft Teams. Please visit to register for this meeting.
