Some 60 new homes could be built on a field next to Hayle’s bypass. Developers Vistry Partnerships have filed an outline planning application with Cornwall Council to create a new housing development on land west of Wheal Alfred Road in Hayle.
If approved, a S106 agreement would mean that 30% of the new homes – or 18 of the 60 – would be handed over to social housing provider Live West as affordable homes. The scheme also includes plans for new road layouts including a new roundabout on Viaduct Hill and another at the back of the development.

Cornwall Councils’ affordable housing team said it support the scheme because there is a “high level of local housing need in Hayle to justify the delivery of affordable homes”. The team said priority will be given to individuals and families with a local connection adding that if an insufficient number of households with a primary local connection do not apply to rent or buy the available homes, the homes will then be offered to other people with secondary connection to Hayle and surrounding parishes.
The scheme (PA22/07795) has not gone out with many details yet nor has it been consulted on by local people. However when it comes to accessibility and traffic to and from the site that consultees such as South West Water or Highway Development Management have commented.

Highways said the scheme needed to be improved. In their comments they said: “The general arrangement plan indicates a roundabout for the access and an access lane with footways on both sides. The footways do not connect with any existing footway and therefore are not demonstrating an acceptable pedestrian access to the site. While developments to the north have pedestrian routing to the north and west, the sites to the south of Viaduct Hill will likely have a desire to access facilities to the east via Guildford Road.
“We recommend that a pedestrian route is provided through to site to the western boundary of the site and a connection onto Guildford Road, with pedestrian infrastructure continuing north along Guildford Road along verges to a point adjacent to 53 Guildford Road.
“The main access junction onto Viaduct Hill demonstrates a roundabout, the site to the north has been designed so that the junction can be upgraded to a roundabout, a condition recommending the access be upgraded should the development to the north be first occupied should be included in any consent.
“The requirement for high quality pedestrian and cycle provision is outlined in the Hayle Growth Area ‘ Concept plan. I recommend that the main street includes cycle lanes.”
